Dr. Barik Schuber
Dr. Barik Schuber is a graduate in Economics, Sociology and Political Science from the Universities of Frankfurt/Main and Marburg/Lahn in Germany and holds the degrees “Diplom-Volkswirt” and Dr. Phil. He worked for seven years as Research Fellow at the Department of Social Sciences, Philipps University of Marburg. During the period 1980-1985 he was engaged in private sector trading and consulting activities. In 1985 he joined the German Agency for Technical Co-operation (GTZ) and was seconded to the Ministry of Planning in Saudi Arabia as Economic Advisor to the Deputy Minister Mr. Hussain Sajini and the former Minister of Planning Mr. Hisham Nazir. He was mainly responsible for advising both in the preparation of the Five Years National Development Plan. In 1996 he started a new position as Project Planning and Management Officer at the Department of Energy and Transport in the Headquarters of GTZ in Eschborn, Germany. In 2004 he was appointed as acting head of the Department of Economic and Social Studies at the Emirates Center for Strategic Studies and Research (ECSSR) in Abu Dhabi. Since 2006 he has been working as interantional consultant on international development co-operation specialized in Iraq and MENA region. He has authored a great deal of technical reports, studies, articles in German, English and Arabic. In 2009 he established the Iraqi Economsits Network and since then is he acting as the General Coordinator.

Mr Humam Misconi
Humam Miscone holds B.Sc. in Geology and Chemistry (1976) and M.Sc. in Economic Geology (1988), both from the University of Baghdad.
Mr. Miscone served in the Ministry of Industry and Minerals for 27 years and in the Ministry of Municipalities and Public Works for 4 years, and occupied senior positions in the last 6 years. Since 2004, Mr. Miscone supervised and managed the implementation of a +US$ 2.2 billion international donors’ portfolios for the Ministry of Municipalities and Public Works in water, sanitation, municipal services, decentralization, strategic planning and capacity development.
After early retirement in 2007, Mr. Miscone worked as adviser and consultant for various international organizations, including UNDP Iraq and Afghanistan, UN Resident Representative, UNOPS, the Brookings Institution as well as private consulting firms.
Mr. Miscone’s experiences and research interests include post-conflict and transitional economic recovery and diversification, private sector development, concessional loan management, democratic governance, particularly subnational governance, local development planning and budget execution, public sector governance and reform, project management, particularly formulation, procurement and contract management, monitoring, evaluation, learning and performance evaluation, institutional and individual capacity development and earth sciences, particularly medical geology, environmental geology, mineral resources exploration and exploitation and geotheology.
Mr. Miscone is member of the IEN since 2013 and member of the IEN’s Management Team since June 2020.
Dr Omar El-Joumayle
Omar A.M El-Joumayle obtained his PhD degree in Economics and Management from the University of Pavia (2017). He holds a Bachelor’s Degree and MSc’s Degree in Economics from Faculty of Economics and Administration at the University of Baghdad. He also did a post-graduate degree in Management of Development at the University of Turin (2006).
In the late 1990s, Omar worked as an editor of the weekly newspaper of the Iraqi Economists Association “The Economist”. He was an Associate in The Centre for Arabic & Middle Eastern Studies at the American University of Beirut (2014) and a visiting Scholar to The Centre for Arab Study in Beirut (2014). Some of his work has been published in peer reviewed journals such as The International Journal for Contemporary Iraqi Studies and The Contemporary Arab Affairs.
Omar’s current work focuses on institutional change in property rights institutions, political economy of oil industry and economic consequences of armed conflicts in Middle East region. Currently, he is collaborating with Professor Bassam Yousif (Indiana State University- Dep. Of Economics) to publish series of articles about the political economy of contemporary Iraq.
Mr. Mohammed Hussein Tarkhani
Mr. Mohammed Hussein holds Master’s Degree in Specialized Economic Analysis: Economics of Public Policy Program (2018) from Barcelona Graduate School of Economics and BA in International Studies (2015) from The American University of Iraq Sulaimani.
He worked for various international and Iraq based development cooperation and research institutions. He worked for German Institute for Development Evaluation (DEval), GIZ, Forcier Consulting, The Institute of Regional and International Studies (IRIS), International Crisis Group, Iraqi Center for Policy Analysis & Research, International Media Support, and Kurdistan Save Children over the past 15 years.
Mohammed has been working for Iraq Oil Report since 2013. His articles also appeared in Foreign Affairs, Foreign Policy, Combat Terrorism Exchange, The Belfer Center for Science and International Affairs, and LSE’s Middle East Center Blog.
His experiences and research interests include Iraq’s oil sector, Iraqi Kurdistan’s Energy sector, Iraq’s labour market; development programmes evaluations, private sector development.
He is active member of the IEN since 2019 and member of the IEN’s Management Team since June 2020.
