During the visit of the former Federal Foreign Minister Steinmeier to Baghdad in February 2009, the German Academic Exchange Service (DAAD) and the Ministry of Higher Education & Scientific Research (MoHESR) signed a “Memorandum of Understanding on the Establishment of a Strategic Academic Partnership”.
